1. (C) Ambassador delivered reftel talking points on the
Darfur Peace Agreement (DPA) to Foreign Minister Borys
Tarasyuk during a May 17 farewell call. Tarasyuk promised to
review the issue carefully and to pay personal attention to
it. He observed that the current Ukrainian government had
been interested in making "a rather substantial contribution"
to peacekeeping operations in Sudan. The Ukrainian
government, however, had run into difficulties in
implementing this objective due to the inability or
unwillingness of the previous parliament (Rada) to support
the Ukrainian Cabinet's proposals. Tarasyuk said he hoped
the next Rada would be more cooperative, since he wanted
Ukraine to maintain the good reputation that it enjoyed in
Washington.


2. (SBU) We delivered reftel demarche at the working level to
Andriy Beshta from the MFA United Nations directorate May 23.
Beshta indicated that the GOU supported both the DPA and the
UN Security Council Resolution calling for re-hatting the
African Union Mission in Sudan (AMIS) to a UN peacekeeping
force. Beshta said that Ukraine was looking at how to
support both the AU and UN peacekeeping forces in whatever
way possible. Beshta said he could not give a specific
response about Ukraine's participation in the proposed Darfur
donors conference, but would contact us when he had more
information.
