1. (C) Pol/Econ Chief delivered the revised Tier 2 Watch List
Interim Assessment narrative per reftels on February 1 to
Department of the Americas Director Osman Dirdieri and Deputy
Director Abd Elghani Elnaim Elkarim (Note: January 31 was a
national holiday. End note.)
2. (C) After reviewing the text, Ambassador Dirdieri
reflected that all high-level USG visits involved discussion
about violence against women as an issue of concern. He
stated Sudan is "doing our best" and is "as concerned as you
are" on the matter; he cited the Government's Action Plan and
stated that the South Darfur wali's work on it is
"commendable." Dirdieri closed by urging U.S.-Sudanese
coordination on ongoing efforts to counter violence against
women.
3. (C) Dirdieri's remarks, reflecting unrealistic optimism
about the government's less than robust approach to violence
against women, reaffirm our need to continue pushing on this
issue.
