1. (U) This is an action request--please see paragraph 3.
2. (C) Six DynCorp International employees -- all U.S.
citizens -- are currently working on USG funded projects in
South Sudan. None has valid Sudanese visas, but instead used
SPLM travel permits to enter the country. Given the recent
arrest of two U.S. citizens in Darfur for entering Sudan
without a visa, and the Government's decision to restrict the
movements of all U.S. citizens in the country, Post believes
that the DnyCorp employees' current status leaves them
vulnerable to potential harassment and manipulation by the
Government. Post appreciates that at least three DynCorp
employees have already left South Sudan to obtain valid
visas, but Post urges the Department to ensure that all USG
contracted employees in Sudan have travel documents issued by
the Government of Sudan.
3. (C) ACTION REQUEST: Post requests that the Department
contact DynCorp directly and request that all of its
employees currently in Sudan obtain valid visas and travel
documents no later than 31 October.
