1. (C) Pol/Econ Chief delivered Ref A demarche talking points
to African Union Senior Advisor and Darfur Peace Agreement
Implementation Team Chair Amb. Sam Ibok on August 19. Ibok
agreed with demarche points, and referred to the August 17
DPA partners meeting (Ref B),wherein he had admitted the
AU's measure was mistaken. He understood the need to review
the decision, and to confer in greater detail with DPA
stakeholders.
2. (C) Ibok stated that AU Special Representative and AMIS
Head of Mission Amb. Baba Gana Kingibe was in Nigeria, and
that the matter would be discussed with him in greater detail
upon his August 22 return to Khartoum. Ibok offered that
Kingibe appeared to have misread the views of the
international community.
