1. (C) Minister of Foreign Affairs Lam Akol is in Thailand at
present, and is not expected back in Khartoum until August 17
or 18. Given his past roles and standing among GNU
officials, however, post believes FM Akol would echo
President Bashir's denunciations of a UN peacekeeping
operation, and would not be empowered to negotiate
alternatives.
