1. (C) Following a June 23 Assessment and Evaluation
Commission meeting in Juba, CDA Hume pressed First Vice
President Salva Kiir to use his influence to gain approval
for a UN peackeeping deployment in Darfur. "President Beshir
asked the United States to help him in Darfur, but now he
says he doesn't want UN peacekeepers, which are needed for
implementation," Hume explained. "It looks insincere, and
will cause big problems in the bilateral relationship." Hume
urged Kiir to talk to SLA/M leader Abdulwahid Nur to win
support for the Darfur Peace Agreement. He also encouraged
Kiir to coordinate his approach with A/S Frazer.


2. (C) Kiir believed that Beshir understood the consequences
of refusing to accept UN forces in Darfur, adding that Beshir
may have been offended because UNSC representatives had not
"consulted" him during their visit to Khartoum. (Note: UNSC
reps did meet with Beshir on June 5, but it is not clear
whether he regarded this as adequate "consultation.") Kiir
agreed to talk to Nur, though it noted Nur could be
difficult. "We need to keep them (Nur and Minawi) together
and talk to them as a group, rather than trying to divide
them," he suggested. He looked forward to speaking to A/S
Frazer soon.
