1. (SBU) On April 4, Post delivered a diplomatic note
requesting support for the U.S. nomination of Julie Napier
Zoller for election to the International Telecommunication
Union's (ITU) Radio Regulations Board (reftel) to the
Ministry of Foreign Affairs (MFA) and a copy to the Ministry
of Information and Communication (MIC). In an April 5
conversation with Emboff, Kali Prasad Pokhrel, Under
Secretary in the MFA's United Nations Division, agreed to

"take care of the matter." He said that it had not yet been
decided who would head Nepal's delegation to the November
6-24 ITU Plenipotentiary Conference in Anatalya, Turkey.
Pokhrel explained that persons from the MIC would likely
attend but that it was too early to provide names.
