(C) On November 15, Pol/Econ Chief provided ref A talking
points regarding the Belarus anti-U.S. resolution to Dr.
Dinesh Bhattarai, Joint Secretary (head) of the UN Division
in the Ministry of Foreign Affairs. Bhattarai explained that
Nepal generally takes its cues in voting on country
resolutions from its regional group. In some cases, however,
Nepal will take independent action. Bhattarai told P/E Chief
November 16 that no final decision had been made on the
Belarus resolution. He noted, however, that Nepal is a
strong supporter of human rights and is inclined to vote
against.
