(U) In response to reftels A and B, post received a
diplomatic note dated September 13, 2006, from the Ministry
of Foreign Affairs, which states, "the Government of Nepal
has decided to support the candidature of the United States
of America to the ITU Council and ITU Radio Regulations Board
(RRB)." On October 12, Kali Prasad Pokharel, Under
Secretary, UN and International Law Section, Ministry of
SIPDIS
Foreign Affairs, told Emboff that the Government of Nepal's
(GON) delegation to the November 2006 Plenipotentiary
Conference in Turkey would come from the Ministry of
Information and Communication. Pokharel explained that the
GON had not yet decided who would be attending the conference
but promised to inform Emboff when they did.
