SUBJECT: TWO PAKISTANIS ARRESTED IN KATHMANDU: ALLEGED
CONNECTION TO MUMBAI BLASTS

REF: MUMBAI 1293

Classified By: Charge d'Affaires Nicholas Dean. Reasons 1.4 (b/d).

(C) Dhak Bahadur Karki, Superintendent of Police, Nepal
Police, told us on July 13 that the Nepal Police arrested two
Pakistani nationals in Kathmandu in connection with the July
12 train bombings in Mumbai, India (reftel). He said that
the two arrested individuals are Gulam Hussain Sima from
Lahore and Aftaf Muhaddin Siddhiki (phonetic) from Karachi.
Five years ago, 16.5 kilograms of RDX explosives were seized
from Sima's room in Kathmandu, but he escaped at that time.
Both Sima and Siddhiki arrived in Kathmandu on July 8. Karki
told us that the police suspect the two of involvement with
the Mumbai blasts. He said police were still in the process
of questioning the suspects and did not want to release more
information at this time. Post will follow up with law
enforcement contacts.
