1. (C) The Government of Nepal (GON) on July 5 refuted the
July 4 media reports that it had agreed to the resettlement
of 5000 Tibetan refugees to the United States. Media had
reported that the PRC had expressed concern to K.P. Oli,
Deputy Prime Minister and Minister of Foreign Affairs, over
the resettlement. Oli told the press that Chinese Foreign
Minister, Li Zhaoxing, had raised these concerns with him in
Geneva recently. Oli reportedly said that "this is a very
serious issue in Nepal-China relations." According to the
press, China is sending its Vice-Foreign Minister, Wu Daewi,
to Nepal on July 27 for three days to officially lodge a
complaint over this issue with the GON. Oli reportedly
stated that "China has always expected Nepal not to treat
Tibetan migrants as refugees. This is a serious issue."
2. (C) Shanker Bairagi, Under Secretary in the Ministry of
Foreign Affairs, told Emboff that the Chinese comments were
normal Chinese posturing on the Tibetan refugee issue and
nothing new.
