1. On June 19, Emboff delivered talking points (Ref A) to
Nirmal Kafle in the office of the United Nations and
International Organizations in the Ministry of Foreign
Affairs (MFA) about preventing a conference disruption at the
June 20-21 International Conference on the Red Cross and the
Red Crescent Movement. Emboff stressed the importance of
sending a representative to the June 20-21 conference and
urged Nepal to vote again in favor of the changes to create a
third neutral emblem, the red crystal, and against any vote
to adjourn the conference. Kafle stated that the MFA had
instructed its mission in Geneva to follow the guidance in
talking points delivered last week (Ref B) and to send a
representative to vote at the conference. Kafle noted that
Nepal would vote against adjournment of the conference and
for the changes to create the red crystal emblem.
