SUPPORTS UNSC ACTION

REF: STATE 166404

Classified By: PolCouns Sara Rosenberry for reasons 1.4 (B) and (D)

(C) PolCouns delivered reftel demarche on October 5 to MFA DG
for North American Affairs, Khaled Zekriya, who said he would
relay them immediately to Deputy ForMin for Political Affairs
Aziz. Zekriya called back within an hour to confirm that the
GOA accepts the U.S. points. He pointed out that Afghanistan

Pressed to confirm that the GOA would support UN action,
including a letter from the President of the Security Council
and other actions including sanctions, Zekriya responded "but
