1. (C) A second meeting to discuss the formation of
a Probation Board to review the police appointments
added to the original 86 candidates (reftel) took
place on June 17 at the German Embassy, hosted by
Ambassador Frick. Attendees included polmiloff,
CSTC-A, UNAMA, EU, Canada, UK, and Japan. A number
of points were decided, as follows. (Note: a
shorter version of these points is contained in
minutes circulated by the German Embassy to
attendees. End note.)


2. (C) The 14 individuals who will be subject to
Probation Board review are those whose names were
added to the list of 86 after the list was approved
by the Selection Board and submitted to President
Karzai. The individuals and their positions/former
positions (where available) are:

Mir Amanullah Guzar, Kabul Police Chief, formerly
Kabul Highway Police Chief
Abdul Rahman Sayedhaili, Parwan Police Chief,
formerly same
Ghulam Mustafa, Logar Police Chief, formerly same
(as of January 2006)
Abdul Basir Salangi, Nangarhar Police Chief,
formerly same
Faziludin Ayar, Jawzjan Police, formerly Baghlan
Police Chief
Shah Jahan, Ghor Police Chief, formerly Badakhshan
Police Chief
Mohammad Leqa (Tajek),Laghman Police Chief,

3. (C) Of this list, there are allegations of human
rights abuses with regard to the first 10, with the
first six being of the most serious concern. For
the last four, the international community and AIHRC
do not at present have indications of human rights,
although UNAMA will undertake additional background
checks. However, all four placed very low on the
police reform exam so serious questions of
competency remain.


4. (C) The members of the Probation Board will
consist of four international members (U.S.,
Germany, UNAMA, and EU),and at least four GOA
members all to be drawn from the MoI. The Board
will be chaired by Deputy Minister of Interior
Khalid and refer its findings to Minister Zarar
Moqbil for decision.

5. (C) Probation criteria are still under
development, but will include professional
qualifications, performance during probation period,
and human rights background of the candidates. The
way in which this last criterion would be
implemented was discussed but not decided, since
there was agreement among the participants that
while the selection criteria should, as far as
possible, be objective and forward looking, serious
cases of human rights violations could not be
ignored.


6. (C) CSTC-A and German Police Program Office
(GPPO) agreed to make every effort to designate
mentors for all 14 individuals. CSTC-A is
developing detailed performance criteria that the
mentors can use for assessment purposes. PRT
Commanders, State PRT officers, UNAMA, EU, and
potentially AIHRC will constitute other sources of
information for evaluating individuals.


7. (C) It was confirmed that none of the 14
individuals would receive salaries at the higher
reform rank during the probation period. CSTC-A MG
Durbin and Ambassador Frick will talk to Minister
Zarar who will convey that information to the people
concerned.


8. (C) MG Durbin and Amb Frick will brief Minister
Zarar on general probation board concept as soon as
a final consensus has been reached and the Tea Club
has been informed.
