(C) There are reports that PA Minister of Agriculture
Mohammed al-Agha transited the Rafah passenger crossing into
Gaza August 19 with USD 2 million in cash. EU Border
Assistance Mission (EUBAM) officials confirmed to USSC staff
August 22 that al-Agha had passed through Rafah August 19 but
could not directly confirm whether or not he had any money in
his possession. EUBAM said that Presidential Guard officials
had informed them that al-Agha's luggage had been searched
and no foreign currency was found. Nazmi Muhanna, Head of
the General Administration for Crossings and Borders, told
Economic Specialist August 22 that al-Agha did not/not
declare the currency at the crossing, as PA ministers had
done in May and June 2006. According to Muhanna, PA
President Abbas has ordered an investigation into the
incident to determine if money may have been brought in.
