1. (C) Indonesia's coordinator for peacekeeping activities,
Dr. Hassan Kleib, warmly received our offer for Indonesia to
participate in the Global Peace Operations Initiative
(GPOI)(reftel). Kleib, who is Director for Security and
Disarmament Affairs at the Department of Foreign Affairs
(DEPLU),told us June 22 that GPOI could greatly assist
Indonesia's efforts to establish military and police
peacekeeping contingents it could deploy abroad. He said he
would brief Foreign Minister Wirajuda immediately and inform
his own counterparts in the Indonesian Armed Forces (TNI) and
Indonesian National Police (POLRI),who have responsibility
for establishing and training TNI and POLRI peacekeeping
units.
2. (C) Kleib told us he would call a meeting the week of
July 3 of the GOI's Peacekeeping Working Group (which
includes representatives from DEPLU, TNI, POLRI the Ministry
of Defense and the Coordinating Ministry for Political, Legal
and Security Affairs (MENKOPOLHUKAM) to discuss the U.S.
offer. He said he anticipated the GOI would accept and would
respond formally in early July. We encouraged Kleib to
carefully examine areas in which TNI and POLRI require
assistance and to develop specific proposals for areas in
which GPOI could help. Kleib said that he would push the
Working Group to do so.
