1. Econ officerWe delivered on June 8 reftel demarche to
Department of Foreign Affairs (DEPLU) Directorate of North
and Central American Affairs Ahimsa Sukartono of the
Directorate of North and Central American Affairs at the
Ministry of Foreign Affairs (DEPLU) on June 8, emphasizing a
sense of urgency and high-level USG interest to finalize
ASEAN-U.S. Enhanced Partnership Plan of Action during
upcoming meetings in Seoul. We added that State would
deliver a similar message to the Indonesian Ambassador in
Washington later in the day. Econoff encouraged the
Government of Indonesia to support the U.S. proposed
language relating to three economic issues in the draft Plan
of Action - standards and conformance, facilitating trade
and investment flows, and IPR. Mr. Ahimsa read through the
non-paper with interestand promised to pass it immediately
to DEPLU staff responsible for ASEAN issues by way of the
Indonesian Embassy in Seoul. but conceded that their office
does not follow the POA negotiations closely. He undertook
to forward the points to the office that handles ASEAN
issues within DEPLU, noting our strong interest in these
three points. We also explained that the Department would
be delivering these points in Washington.
2. DEPLU Director General for ASEAN Issues Dian Triansyah
Djani and Director for Dialogue Partners and Inter-regional
Affairs, the Director General for ASEAN Issues, and Bagas
Hapsoro, our two principle DEPLU ASEAN interlocutors, are
currently, the Director for Dialogue Partners and Inter-
regional Affairs, are both presently in Seoul attending an
ASEAN Plus Three meetings.
