1. (C) We conveyed and discussed ref A points February 23
with Wahib, Indonesian Department of Foreign Affairs (DFA)
Deputy Director for Middle Eastern Affairs, and emphasized
our preference that the GOI not receive Hamas delegations.
Wahib replied that the GOI had not extended a visit
invitation to Hamas, either directly from Jakarta or through
Indonesian missions in Amman or Tunis. He stated that the
idea of a Hamas visit to Jakarta was merely prospective and
had been discussed informally at the DFA with no decisions
taken. He took our points on board and said he would share
them with his colleagues and superiors.
2. (C) Repeating a statement he made to us last week (ref
B),Wahib asserted that the travel of a Hamas delegation to
Russia and other nations should not be viewed as signs of
support for Hamas, but rather as opportunities for the
international community to persuade Hamas that it must
abandon violence and accept peaceful negotiations. We
replied that it was important for the international community
to send a unified message as set forth in the January 30
Quartet statement regarding expectations of a new Palestinian
government and that we would have no contact whatsoever with
Hamas.
