1. (S/NF) We met November 3 with Fahmi Jamaludin, Desk
Officer for Korea at Indonesia's Department of Foreign
Affairs, to deliver demarches contained reftels on DPRK
shipping issues. We stressed that the actions we were
requesting were consistent not only with UNSC Resolution
1718, but also with relevant provisions of national and
international law. We also emphasized that while we were not
urging Indonesia to participate in a blockade or quarantine
of the DPRK, we may well need to create a mechanism for
timely coordination in specific cases of suspected shipping
of DPRK contraband through Indonesian waters.


2. (S/NF) Jamaludin welcomed our demarches and said that he
would coordinate both matters with the relevant agencies
within the GOI. He said that on November 6, there would be
an inter-agency meeting to discuss the early December visit
of South Korean President Roh Moo-Hyun, and that he would
raise the matter with counterparts from other agencies at
that time.
