1. (C) Summary: Officials at the Indonesian Department of
Foreign Affairs have confirmed Indonesia's interest in
participating in the Global Peace Operations Initiative
(GPOI) and have asked whether GPOI funding could be used to
support a national PKO center Indonesia is creating to train
its military and police in peacekeeping operations.
Department's guidance is requested in paragraph 4. End
Summary.


2. (C) Ref b reported GOI interest in GPOI ahead of an
interagency discussion in response to USG query in ref a. We
followed up with Hasan Kleib, Director for International
Security and Disarmament Affairs at the Indonesian Department
of Foreign Affairs (DEPLU),on October 10. Kleib reaffirmed
GOI interest in participation and then described plans to
establish a National Peacekeeping Center for training of
peacekeepers and coordination of Indonesian PKO activities.
Kleib said the plan had the formal support of DEPLU, the
Department of Defense (DEPHAN),the Indonesian Armed Forces
(TNI) and the Indonesian National Police. The center would
encompass two facilities, one each at the military and police
headquarters, and would be coordinated by DEPLU. The plan
still needed the assent of the Coordinating Minister for
Political, Legal and Security Affairs before being sent to
the President for approval. The center was to be directed by
a former commander of Indonesian peacekeeping forces in
Bosnia.


3. (C) Kleib said GOI hoped to be able to obtain GPOI
assistance for the launching and operation of the center,
which would use the "train the trainer" approach. By using
domestically located facilities, he said, Indonesia could
train a larger number of troops in PKO. The objective would
be to create a permanent Standby Force which met UN standards
and could be deployed as needed.


4. (C) Embassy requests Department's guidance regarding the
availability and terms of assistance for the proposed
Indonesian center.
