1. (C) We delivered reftel demarche to Director for
International Security and Disarmament Hasan Kleib at the
Indonesian Department of Foreign Affairs (DEPLU) on October
10. Kleib noted that the GOI had on October 9 issued a sharp
condemnation of the DPRK nuclear test as "unacceptable."
Kleib stressed that Indonesia was firmly committed to
nonproliferation, as its active participation in various
nonproliferation bodies over the past decade demonstrated,
and that Indonesia therefore saw the DPRK move as
destabilizing. Indonesia could understand in particular the
implications of the test for South Korea and Japan. Kleib
opined that halting North Korea's nuclear weapons program
ultimately hinged upon finding "a political solution" for the
Korean Peninsula.
2. (C) We pressed for GOI support of a Chapter VII resolution
and urged the GOI to pursue concrete actions in support of
its statement. Kleib noted UNSC Resolution 1695 had called
for "vigilance" and said Indonesia would want to hear what
other countries were saying before committing to a particular
course of action.
3. (C) In anticipation that Indonesia would be elected to the
UN Security Council on October 16, and that this would
involve a substantial increase in the volume of work for
DEPLU, Kleib said the GOI was already preparing for this
likelihood by creating new Security Council positions at its
New York Mission and setting up a special "team" at DEPLU to
coordinate the work across multiple offices, under the
authority of the Director General for Multilateral Affairs.
The team leaders had yet to be named. Actual establishment
would occur after the UNGA vote. Kleib said Indonesia would
welcome increased dialogue with the United States on UNSC
issues.
