1, (C) Charge delivered reftel demarche to Director General
for American and European Affairs Eddi Hariyadhi at the
Department of Foreign Affairs (DEPLU) on October 5. Charge
emphasized the destabilizing effect that a North Korean
nuclear test would have on the region and asked that
Indonesia deploy its diplomatic resources in dissuading North
Korea from conducting the test. Hariyadhi expressed interest
in the proposal to activate the 5 plus 5 process and asked
what exactly Washington had in mind.
2. (U) We also conveyed the demarche to contacts at the North
America desk and the Office for International Security
Affairs on October 5.
3. (U) DEPLU press spokesman Desra Percaya stated in a press
conference on October 4 that a North Korean nuclear test
would be "unacceptable" and would in essence signify "the
proliferation of nuclear weapons." Percaya called for a
resumption of the Six-Party Talks.
