1. (C) On September 8, PolCouns briefed Hasan Kleib,
Department of Foreign Affairs Director (DEPLU) for
International Security and Disarmament Affairs, on the
transfer of Indonesian citizen prisoner Hambali from a
se-cret location to the prison facility in Guantanamo Bay
(refs a-c). Kleib requested consular access to Hambali.
PolCouns replied that access issues were governed by
Department of Defense regulations, but he would seek
additional instructions from Washington. Kleib expected the
Indonesian Embassy in Washington to approach DOD, but asked
PolCouns to provide any further available information on the
access process. The same day DEPLU spokesman Desra Percaya
stated publicly Indonesia's continued desire for access to
Hambali.


2. (C) On September 7, the Ambassador had briefed
Presidential Foreign Affairs Advisor Dino Djalal on Hambali's
transfer. Djalal took the information on board but offered
no substantive reaction.


3. (C) We would appreciate any further information that we
can provide to the GOI on DOD access rules.
