1. (SBU) This afternoon the Babil Provincial Council (PC),in a
24 to 2 vote, recommended the termination of Province Police
Chief Qais Hamza Aboud Al-Momouri (commonly known as "General
Qais") to the MOI as per CPA Order 71. The PC further voted to
install Qais' deputy, Farris Jassim as the new Babil Police
Chief.
2. (C) According to CPA Order 71, Qias will remain in his
current position until the MOI reviews the PC's decision. It is
unclear at this time if the PC has cause to fire the General or
if the removal is even legally valid.
3. (C) This is not the first time the PC has attempted to fire
the General from his current position, as per ref tel. In
January and February, the PC held a number of closed-door
sessions debating the removal of Qais.
