1. (S) Ambassador Dell delivered demarche (reftel) to Reserve
Bank of Zimbabwe (RBZ) Governor Gono November 13 on the
alleged request by Tanchon Commercial Bank to open an account
with Harare,s Merchant Bank of Central Africa. Gono
promised full cooperation. He called in the RBZ Director of
the Financial Intelligence Inspectorate and Evaluation Unit
(FIIE) and asked for a full report on the matter for our
information by COB November 14.
2. (S) We did not receive the promised report by COB
November 14, nor did we expect to. Gono is notorious for
failing to deliver on such assurances. We will, however,
follow up with the FIIE Director and report results.
