1. (SBU) In response to Ref A's points, MFA International
Organizations Department First Secretary Ngo Thi Lien
reported that Vietnam will vote "yes" at the International
Conference in June. However, the GVN is still studying the
Third Additional Protocol and has no plan at this time to
sign it.
