1. (SBU) On March 10, Poloff delivered reftel demarche to
Ministry of Foreign Affairs International Organizations
Department senior expert Vu Van Mien, a frequent and close
contact on nonproliferation issues. Mien said he
appreciated the briefing on the initiative, and noted that
Vietnam was surprised at the degree to which the United
States seemed willing to ignore India's deviation from
international nonproliferation norms. He promised to bring
the U.S. briefing to the MFA leadership's attention,
including to the Spokesman for possible release of a
statement. He cautioned, however, that it is "extremely
unlikely" that Vietnam will make a public comment on a
sensitive bilateral issue between the United States and
India.
