1. (SBU) POL/C met February 14 with MFA International
Organizations Department Deputy Director General Vu Anh
Quang to discuss reftel points. Quang reported that, while
Vietnam believes that the next UN Secretary-General must be
effective and competent and enjoy the wide support of the
world community, he or she must also represent the Asian
region. Although Vietnam has not yet settled on an
individual candidate from among the three who are in the
running, there is a "high-level consensus" within ASEAN to
support the Thai Deputy Prime Minister. Quang pledged to
report our views to his Ministry's leadership.
