1. (SBU) As reported in Reftel B in July, the Government of Vietnam
(GVN) will support the candidacy of the United States for
re-election to the International Telecommunications Union (ITU)
Council and the candidacy of Mrs. Julie Napier Zoller for election
to the ITU Radio Regulations Board. The GVN confirmed this support
in a diplomatic note the Embassy received on July 14.
2. (SBU) Ms. Quan Dzuy Ngan Ha, Director General of the
International Cooperation Department of the Ministry of Posts and
Telematics (MPT),informed the Embassy on October 10 that MPT
Minister Do Trung Ta will head the government's delegation of
approximately 15 Vietnamese to the ITU Plenipotentiary Conference.
She noted that Minister Ta's participation, however, was subject to
change at the last minute. Ms. Ngan Ha will accompany the Minister
and serve as the GVN's official point of contact.
