(SBU) On August 16, Poloff met with MFA International Organizations
Department Desk Officer Nguyen Hai Luu to deliver reftel points
about the multilateral mechanism for reliable access to nuclear fuel
and to hand over a copy of the May 31 concept paper. In response,
Luu commented that the Vietnamese government supports
non-proliferation efforts and shares the international community's
views in this area. He also said he would report on the proposal to
senior officials at the Ministry of Science and Technology (MOST),
which he said is the GVN ministry with primary responsibility for
this issue. Embassy will follow up with MOST on this matter.
