(SBU) PolOff delivered Ref A demarche November 3 to Luis
Carranza, Deputy Director for UN Affairs in the Foreign
Ministry's Multilateral Affairs Directorate. Carranza
reported that Guatemala had not passed implementing
legislation required for CWC state parties, and would not do
so before the December 2006 deadline. Carranza also reported
a similar lack of implementing legislation for the Biological
Weapons Convention. Carranza stated that his goal was to
incorporate CWC and BWC implementation into a draft
counterterrorism bill that had recently been introduced in
the Guatemalan Congress. Carranza had a pending request (Ref
B) for OAS/CICTE funding for a Foreign Ministry-hosted CT
legislation seminar that included as one of its goals the
incorporation of CWC and BWC provisions into the pending CT
bill. The seminar was initially scheduled for November 2006
but has been postponed to January 2007.
