1. (SBU) PolOff delivered points orally June 19 per reftel to
Ministry of Foreign Affairs (MFA) Director of Multilateral
and Global Affairs, Jacqueline Hamer. She said that Guyana
would not be represented at the UN Human Rights Council
session. Nevertheless, she agreed in principle that the HRC
should focus on procedural matters and avoid politicized
country-specific resolutions. This is not a priority issue
for Guyana now. As current chair of the Rio Group, Guyana's
under-resourced MFA has its hands full this week hosting
regional foreign ministers for preparatory meetings in
advance of the Rio Group summit later this year.
