1. Econoff delivered message in Ref A to Neville Totaram,
Coordinator of the National Advisory Committee on External
Negotiations (NACEN) within the Ministry of Foreign Trade,
on June 2. Totaram said CARICOM had not deliberated further
on the matter since the previous demarche on the subject
earlier this year (Ref B). Totaram also advised that Guyana
would ultimately adopt whatever position materializes out of
the Caribbean Regional Negotiating Machinery and suggested
that Trinidad and Barbados may have a more sophisticated
position. Totaram also said the CRNM's negotiator in Geneva,
Anthony Gonzales, may be a useful interlocutor.
