1. DCM delivered demarche per reftel March 17 to
Ambassador Elizabeth Harper, Ministry of Foreign Affairs
Director General. Harper was receptive to the concept of
the initiative to Combat Illicit Trafficking In Arms.
She recognized the proposal as a step towards moving the
U.S.-CARICOM dialogue on crime and security beyond just
the deportee issue. Harper said that the U.S. and
CARICOM "need to talk about other security challenges"
besides deportees and added that Guyana will take this
attitude to the Ministerial in Nassau.
