1. Per reftel, EconOff visited site of MMC Security Force,
Inc. to assess the company's operations. The company's
proprietor, Alfred M. Mekdeci (an American citizen),and
CEO, Colonel (ret.) Carl Morgan, provided the following
information:

-The firm was founded in 1995, originally to provide
security for Mekdeci's mining interests in the interior. It
began providing private security along the coast in the late
1990's. Its primary services are residential and commercial
site security, CCTV, mobile patrols, and 24-hour armed
response units.

-While firearms sales are not a primary line of business,
the firm assists customers seeking to procure munitions.
This is primarily for sporting use. The CEO produced records
of past transactions that include the firearms license for
each end-user and appear legitimate and complete.

-The company is familiar with restrictions on sale of USML
articles. Colonel Morgan also gained experience in foreign
military sales during his career with the Guyana Defense
Force.

-Security on-site is adequate. MMC's facility is secured by
high fences and locked gates as well as armed guards.

-Mekdeci reported that the .22 rounds to be imported on this
application are for recreational use at his ranch in the
Abary region.
