SUBJECT: STAFFDEL MEACHAM AND TOON VISIT: DISCUSS MLO
SECURITY ASSISTANCE PROGRAMS
1. (SBU) SUMMARY: Carl Meacham and Bernard Toon, Senior
Professional Staff Members of the Senate Committee on Foreign
Relations, traveled to Guyana November 2-4. The primary
focus of their visit was to understand the process and
procedures whereby the State Department oversees security
assistance programs and U.S. Military activities in
non-combat countries. Staffdel met with members of the
Military Liason Office (MLO),who discussed the Humanitarian
Assistance Program (HAP) currently being administered in
Guyana. In a country team meeting, Embassy officers and
section heads briefed the Staffdel on various topics of
importance to the U.S. mission in Guyana.
2. (SBU) Staffdel's Embassy briefings included presentations
from the Political Office, Economics Office, Military Liason
Office, Counselor Section, Regional Security Office, USAID,
Peace Corp, and Centers for Disease Control (CDC).
Staffdel next met with MLO personnel to discuss the U.S.
mission's HAP project. After a short presentation at Post,
the MLO personnel, Deputy Chief of Mission, and Staffdel made
a site visit to various HAP project areas located in the
interior of the country. Staffdel was able to inspect the
sites and were shown the pieces of military hardware being
utilized for the program.
3. (SBU) COMMENT: Although short in nature, the Embassy
officers and MLO personnel appreciate Staffdel Meacham and
Toon's visit to Guyana. Post views the visit as a success as
it allowed us to highlight the generally cooperative
relationship between the military and other mission
components. We look forward to future visits from Mr.
Meacham and Mr. Toon, as well as other Congressional visitors.
4. (U) Carl Meacham and Bernard Toon did not have the
opportunity to review this cable before it was transmitted.
