1. EmbOff delivered reftel talking points and non-papers to Esther
Gitten, Desk Officer within the Multilateral and Global Affairs
Division, Ministry of Foreign Affairs (MFA). Senior MFA personnel
are currently preoccupied with the Amazon Cooperation Treaty
Organization (ACTO) meeting being held in Georgetown. Gitten had no
substantive response, but she agreed to pass the information on to
the Head of Multilateral Affairs, who was aware of the demarche per
a telephone conversation with EmbOff. Post will follow-up with the
MFA Director General on November 6.
