START MEMO POST-OBJ:
To provide a strong foundation for an emerging Guyanese
journalist that will positively influence that journalist as
s/he progresses into a role of leadership within the
Guyanese media community.
Participation in this program addresses Post's MPP goal of
stabile conditions in fragile/failing states. A media that
can accurately report on all aspects of society is a crucial
part of a functioning democracy.
Most Guyanese journalists learned their trade on the job.
Because of this, they lack some of the basic knowledge
regarding the rights and responsibilities of a reporter.
Participation in this program would increase the quality of
reporting by local media. It would also allow reporters to
see how the U.S. functions on the state and local levels.

Mr. Moseley has been active in journalism for six years.
Mr. Moseley works with an independent television news
agency, Capitol News, based in Georgetown. Although he is
based in the capital, Mr. Moseley's reporting reaches many
areas of Guyana. Mr. Moseley focuses his reporting on
social and development issues, health and politics. During
the January 2005 epic floods, Mr. Moseley broke the story on

the discovery of Leptospirosis, a deadly disease, and
provided preventive measures to the public.
Mr. Moseley promises to be a leader in the Guyanese media as
his career progresses. He is considered to be a journalist
of high integrity. Participation in this program would
provide Mr. Moseley with a greater understanding of U.S.
institutions and how the media in the U.S. operates.
Post puts forth Mr. Nikolai Johann Earle as an alternate.
Although Mr. Earle has only three years of experience in
journalism, he has received two awards for his reporting.
In 2005, Mr. Earle won first prize in Conservation
International's Biodiversity Reporting Award. Mr. Earle
focuses on biodiversity and conservation issues, which
greatly affect the indigenous populations in Guyana. Mr.
Earle is a journalist for the Stabroek News, an independent
newspaper. His articles are read throughout Guyana.
As Mr. Earle's career progresses, he too promises to be a
leader among journalists.
