DISRUPT UN HUMAN RIGHTS COUNCIL

REF: SECSTATE 99490

Classified By: Ambassador Thomas N. Hull for reasons 1.4 (b)and(d)

On June 22, Poloff met with Andrew Bangalie, Ministry of
Foreign Affairs Director of Administration, to deliver reftel
demarche. Bangalie stated that he was unsure if a
representative for GoSL was present at the June 19 Human
Rights Council (HRC) meeting. Bangalie had not heard of the
OIC countries' plan to discuss controversial issues,
particularly with respect to Israel, during the council
meetings. He said he would be mindful and wary of any such
developments. Bangalie also stated that having witnessed the
failure of the Commission on Human Rights, he hoped that the
new HRC would not get bogged down with similar controversial
resolutions and would be able to make some progress.
