SUBJECT: UN HUMAN RIGHTS COUNCIL - CANDIDACY OF IRAN

1.(SBU) Embassy has delivered the talking points (reftel) to
the Foreign Ministers of Papua New Guinea and Vanuatu and is
urgently seeking appointments (in Vanuatu's case a phone call)
to follow up. We will report reactions when obtained.
2. (SBU) Solomon Islands currently does not have a functioning
government. Selection of the new Prime Minister is now set for 4
May. However, the SIG Perm Rep at the UN, Colin Beck, remains
in place. Suggest that USUN speak directly to him on this issue.
(Note: members of the most likely new government are indicating
that it might reverse a number of Solomon Islands foreign
policies, switch recognition from Taiwan to Beijing for example.
Much will be up in the air for a while and so the call is
likely to be made by their PermRep.)
