1. (U) Post delivered talking points per reftel on defeating
Venezuela in the 2006 election for non-permanent seat on the UN
Security Council to Tajikistan's Ministry of Foreign Affairs.
2. (C) The government of Tajikistan has not discussed the vote
with Venezuela or Guatemala and has not yet made a decision on
how it will vote. One month prior to the October vote,
Tajikistan will participate in a meeting with Russia and CIS
countries to discuss and confer on UN Security Council issues.
Tajikistan will not necessarily vote in a block with Russia and
other CIS countries and said it would seriously consider
Tajikistan's common interests with the United States when voting
for the Group of Latin American Countries' seat in the UN
Security Council for 2007-2008.
