1. The Ambassador presented reftel talking points as a
non-paper to First Deputy Foreign Minister Saimumin Yatimov on
February 14. Yatimov was familiar with the issue. He said the
Tajik Embassy in Washington had already reported the information
and had characterized it as a positive development.
2. Yatimov said, "This is your internal bureaucratic affair.
We certainly have no problem with it. We only hope it will be
to Tajikistan's advantage."
