1. (C) On July 6, emboffs delivered reftel points to Irish
Department of Foreign Affairs Asia and Oceania Deputy
Director James McIntyre. McIntyre relayed the GOI's serious
concerns about North Korea's missile tests, consistent with
strong EU statements on the matter. He also noted that Irish
concerns reflected longstanding GOI support for global
disarmament and non-proliferation. The GOI, moreover, agreed
with the U.S. push for a strong, coordinated international
response, but expected that differing positions among UN
Security Council members would yield, at best, a non-binding
UNSC Presidential statement.
2. (C) McIntyre asserted that Ireland conducted no trade with
North Korea in military or dual-use goods and services.
Emboffs flagged for McIntyre an Irish-registered, though
UK-based, firm named Aminex, which in 2004 had won a contract
from the Government of North Korea to assist in developing
the country's onshore and offshore petroleum industry.
McIntyre committed to look into the firm and contact Post if
there were any dual-use concerns.
