SUBJECT: IRELAND AGREES WITH UN REFORM DRAFT RESOLUTION
REF: SECSTATE 105146
On June 29, emboffs delivered reftel points to Department of
Foreign Affairs UN/Terrorism and Illicit Drugs Section
Director John Deady and First Secretary Brian Cahalane.
Deady said that Ireland, like other EU Member States, agreed
with nearly everything in the U.S. Draft Resolution and
supported the adoption of as many of the recommended reforms
as possible. He cautioned, however, that the issue now was
one of timing more than substance and that the U.S. push for
a General Assembly vote could provoke a negative reaction
leading to the resolution's defeat.
Deady also remarked that the GOI was pleased with the
consensus decision to lift the UN spending cap and he added
that the U.S. flexibility on the spending cap has helped to
ease the recently divisive atmosphere at the UN.
