(C) On June 12 emboff delivered reftel points to Irish
Department of Foreign Affairs Human Rights Director Eamonn
MacAodha. MacAodha said that the GOI shares USG priorities
to start the new UN Human Rights Council with a simple and
open agenda. He added that it was his hope that the first
session establish flexibility in its agenda and not become a
hard template for future sessions, thus allowing for the new
body's evolution into the organization that its predecessor
failed to become. He also said that country-specific
resolutions should not be tabled in the first session and
that working groups need to be formed to review the
Commission on Human Rights mandates and to establish the
rules for the new Universal Periodic Review mechanism. In
reference to the discussion on the adoption of the
Declaration on the Rights of Indigenous Peoples, MacAodha
said that the issue was not relevant to Ireland and that the
GOI has taken no position on it yet.
