On April 26, emboff delivered reftel points to Irish
Department of Foreign Affairs UN/Terrorism and Illicit Drugs
section First Secretary Brian Cahalane. According to
Cahalane, the GOI maintains its support for the adoption of
the Third Additional Protocol to the Geneva Conventions, the
"Red Crystal," in addition to the Red Cross and Red Crescent
emblems and that the delay in signing the protocol is due to
an Irish Defense Department review of what legislative
changes or costs might be incurred due to the signing. He
added that the GOI intends to sign the protocol either prior
to or at the June International Conference in Geneva.
