On April 19, emboff discussed reftel points with Irish
Department of Foreign Affairs UN/Terrorism and Illicit Drugs
First Secretary Maurice Biggar and Department of Transport
Maritime Safety Directorate Assistant Principal Eilish
Kennedy. At emboff's urging to sign and ratify the two new
2005 Protocols to the UN Convention for the Suppression of
Unlawful Acts Against the Safety of Maritime Navigation (SUA)
and its related protocol on Fixed Platforms, both Biggar and
Kennedy replied that Ireland had yet to review the procedures
required to enter the protocols into force. They added that
though the GOI intends to sign and ratify these protocols, it
may take some time to determine which agency is responsible
for the initial review and which will take the lead in
proposing necessary changes to existing legislation.
