On March 8, emboff delivered reftel points to Department of
Foreign Affairs First Secretary Brian Cahalane of the
UN/Terrorism and Illicit Drugs section. Cahalane said that
though Ireland voted for and supports adoption of the Third
Additional Protocol, the GOI has no clear plans yet to sign.
He noted that the reason for delay is primarily bureaucratic
and that the GOI would not take advantage of the March 13-14
signing opportunity at the Permanent Mission of Switzerland.
