(C) Ireland shares U.S. concerns regarding OSCE Chairman De
Gucht's proposal to send a personal team to observe the
Belarus election monitoring mission, including the work of
the OSCE Office of Democratic Institutions and Human Rights
(ODIHR), according to Aidan Kirwan, Department of Foreign
Affairs (DFA) First Secretary for OSCE Affairs, to whom
Emboff delivered reftel demarche on March 6. Kirwan agreed
that monitoring the ODIHR monitors would cast doubt on their
credibility. Kirwan also noted that he would take part in a
discussion on De Gucht's proposal in an EU Working Group on
the OSCE this week. When Emboff urged that Kirwan
communicate Ireland's views in this discussion, he was
receptive, but advised that Ireland would not lead the
debate. The technical issue, he explained, was whether OSCE
members could block a personal initiative by De Gucht,
regardless of the fact that he had not sufficiently consulted
with members. "We might be stuck with the initiative,"
Kirwan cautioned.
