(C) On February 23, Stephen Dawson, First Secretary for the
Middle East, told Pol/Econ Chief that, while the GOI will
look very carefully at any future EIB loans to Syria, it will
not oppose the EIB's 45 million euro loan because the loan
"had already been approved" and because it was for a water
project. The GOI, he said, would not wish to show its
displeasure to Syria by blocking a water project needed by
the Syrian people. The Ambassador reinforced reftel points
in a February 24 meeting with the DFA's Minister of State for
Europe, Noel Treacy.
